Saudi Arabia's cement industry has undergone a fundamental restructuring over the past decade, driven by the cancellation of price controls in 2018 and subsequent market consolidation. The Kingdom now has 17 integrated cement plants with a combined capacity exceeding 80 million tonnes per year, with Saudi Rimalcement, Yanbu Cement, Saudi Cement, and Southern Cement representing the largest producers. The sector serves a domestic market that consumes approximately 45–55 million tonnes annually. Cement demand in Saudi Arabia is closely tied to construction activity. Vision 2030 projects — NEOM, Qiddiya, Red Sea Project, and the national infrastructure expansion — drive a significant increase in cement consumption. With NEOM construction accelerating and the national housing program (Sakani) delivering 100,000+ units per year, domestic cement demand is expected to grow by 4–6% annually through 2028. The operational environment for Saudi cement plants is defined by extreme desert conditions. Ambient temperatures above 45°C during summer reduce kiln shell cooling efficiency and limit the temperature differential available for clinker formation. Sand ingress into quarry operations causes accelerated wear on crushers, conveyors, and reclaimers. Environmental compliance is increasingly important for Saudi cement producers. The Saudi Environmental Protection General Directorate enforces ambient air quality standards that require cement plants to operate electrostatic precipitators (ESPs) or baghouse dust collection systems.
